Federal programs created or expanded through the Infrastructure Investment and Jobs Act of 2021 (IIJA) and the Inflation Reduction Act of 2022 (IRA) provide funding to support residential retrofits through financing, incentives, installation of efficiency measures, workforce training, and program support. This white paper identifies strategies for policymakers, efficiency program administrators, and other decision makers to support home energy upgrades by braiding and stacking new federal funds with existing state, local, utility, and other resources. The authors provide recommendations on directing funding toward program elements that have proven most successful and guiding property owners and contractors as they navigate funding options for their projects.
