The Center for Public Enterprise’s Energy Policy and Public Finance team published a memo highlighting how state governments can work with the Department of Energy’s Loan Programs Office (LPO) to build State Energy Financing Institution (SEFI) programs. The memo highlights best practices for state government engagement with the LPO and includes a Model RFI that state policymakers can use to solicit projects and opportunities for deploying the LPO’s Title 17 financing to meet state and community decarbonization priorities.
