State and Territory Energy Offices will need to determine how to calculate energy savings for the Home Energy Performance-Based Whole-House Rebates Program (HOMES). There are three options available: modeled energy savings, measured energy savings, or offering both, with state-level variations of all three possible. During this call, the U.S. Department of Energy’s Office of State and Community Energy Programs shared their working definitions for these terms and vision for how all of these could operate in practice.
