This Low- and Moderate-Income (LMI) solar lease consumer disclosure form offers a template that states and other stakeholders can use to ensure that LMI customers participating in state programs designed to broaden solar access receive the information they need to understand their solar contracts. States should update this document as needed for their own circumstances and program design features.
This disclosure form template includes information relevant to a solar lease program as a default but could also be used, with light modifications, for a power purchase agreement. By default, the form also includes information pertaining to upgrades such as roof repairs or electrical work that may be required to enable solar for an LMI consumer in the context of a state program.
This template will be useful to states and other stakeholders preparing applications to the $7 billion Greenhouse Gas Reduction Fund (GGRF) Solar for All competition. It can be used in conjunction with other resources and templates for states designing LMI solar lease programs for single-family homes.
