The EPA’s Greenhouse Gas Reduction Fund (GGRF) provides seed funding for green banks and other green lenders to offer affordable loans and other financial products for projects that cut emissions and benefit underserved communities. States can attract investment from the organizations that received GGRF by using the strategies outlined in this memo.
