The report lays out how state governments can play a key role in empowering cities, tribal nations, community-based organizations, and other local entities to claim Direct Pay for their clean energy projects by providing bridge financing and other supportive financing programs. States can also lead by example by sponsoring their own projects that use state-owned facilities, lands, and vehicle fleets, as well as hold their public utilities accountable for taking advantage of these generous new federal incentives.
