Appropriates $2 billion for the Federal Highway Administration to provide reimbursements and incentives for the use of low-embodied carbon construction materials in highway and transportation facility construction projects. Reimbursements are equal to the cost differential between traditional materials and their low-embodied carbon substitutes. The incentive value is equal to two percent of the cost of using low-embodied carbon materials on a project funded under this program. Projects that result in additional travel lanes for single occupant vehicles cannot qualify for this funding.
