Provides $250 million for grants States to develop a greenhouse gas reduction plan and $4.75 billion for grants to States, tribes, air pollution control agencies, and municipalities to implement the plans. Of this, $4.6 billion will be doled out in competitive grants across two channels, one for states and metropolitan areas/community organizations, and a second for Tribes and Territories. Awards for the general competition will be between $2 million and $500 million, while Tribes and territories will be eligible for awards of $1 million to $25 million. These plans are to broadly include programs policies, measures, and projects that will achieve or facilitate the reduction of greenhouse gas air pollution.
